Covering councils
Councillors should always be identified as such to distinguish them from (unelected) officers. With the exception of parish councils the party affiliation of all councillors must be made clear. Do it in this style: Cllr Jane Smith (Con) said: “...”. Thereafter, you can refer to her as Cllr Smith.
Parish councillors are often not affiliated to a particular national party, so they should still be given the title Cllr but no party should be mentioned.
Officers are referred to by their name and job title, e.g. John Brown, director of finance. Thereafter he would be Mr Brown.
